new to this,just got myself a allotment,does anybody know if the council supply black plastic sheeting to cover the ground and any other thing that they supply for nothing to get you going any help will do

urr - the council will supply Nothing. Sorry to be a downer on this one but you'd be better off trying to get blood out of a stone.
Have a chat with some others on the allotment, see if they have any to lend/sell you.
Freecycle Harrow are easily found via google. You could register with them and see if anyone has any that they are getting rid of.
